In the process of moderization, China has done a lot, but still some out-of-date regulations are there, such as local salt regulation which ask Chinese to buy salt from local state-own salt company.

10 days after that, a officer from Salt Bureau told Mr. Chen that his illegal action results in a 2000 CNY ticket and took his salt, he refused to pay for that ticket as it sounds crazy.
15 days after, Mr. Chen got the ticket, but he refused again.
Before the spring festival 2013, he got a notice from local people's court as the salt bureau launched a lawsuit against him. They took mediation procedures, but he refused for the 3rd time.
