A free trade port with Chinese characteristics is more precisely positioned to learn from international experience, embody Chinese characteristics, conform to Hainan's orientation, emphasize reform and innovation, stick to bottom-line thinking.

Development goals

By 2025
Basically establish a set of free trade port policies focusing on trade and investment facilitation.

By 2035
Forge the free trade port into China's new highland of an open economy with a more mature free trade policy system and peration mode.

By the middle of the century
Build the island into a high-level free trade port with strong international influence.

With respect to trade liberalization and facilitation, a special customs supervision zone under sealing operation will be established on the premise of effective administration. Measures that center on "zero tariffs" for the trade of goods and facilitate both entry and business operation for service providers will be introduced.
With respect to investment liberalization and facilitation, market entry will be markedly widened for investments in an open, transparent and predictable environment, featuring strengthened intellectual property rights protection and fairness in competition, in order to further unleash the vitality of market entities.

With respect to free cross-border capital flow facilitation, finance will serve the real economy and focus on liberating and facilitating trade investment. Hainan will open capital accounts in phases based on free trade and investment facilities, and promote the cross-border flow of funds in an orderly manner.

With respect to free and convenient access for people, more accommodating travel regulations will be implemented to encourage talent in high-end industries to stay, reside or work in the free trade port to build a talent hub.

With respect to free and convenient transportation, high-level free and open transportation policies will be implemented. The construction of international shipping and aviation hubs of the New International Land-Sea Trade Corridor will be promoted to speed up the building of a modern comprehensive transportation system.

With respect to the safe and orderly flow of data, China will expand opening-up in the data field, innovate institutional design, realize fully data aggregation and cultivate and develop the digital economy while ensuring the security of data flow.

According to the master plan, a "first line" will be set between the Hainan free trade port and countries or regions outside China's customs area, and a "second line" will be set between the free trade port and regions within China's customs area. Opening-up policy will be implemented at the "first line", control measures will be carried out at the "second line", and trade is free in the port.

Modern industrial system

Hainan will put more effort into developing tourism, modern services and new and high-tech industries, laying a solid foundation for the real economy to strengthen industral competitiveness.

With respect to tourism, Hainan will promote deep integration of touring with culture and sports, health care and medical service, elderly care and health preservation. The island will accelerate Sanya's development into a home port for international cruises, and will set up a reform and innovation pilot zone for the yacht industry.

With respect to modern service industries. Hainan will gather innovative factors from the globe, attract multinational corporations to set up regional headquarters, forge an international shipping hub and build a marine service system with international competitiveness.

With respect to new and high-tech industries, the internet of things, Al, blockchain and digital trade will be key development industries. Deep-sea and deep-space industries will be cultivated, and advanced manufacturing industries will be expanded. The global tropical agriculture center and global transmit base for introducing plant and animal germplasm resources will be built.

Expand offshore duty-free shopping quota to 100,000 yuan ($14,068.85) per person a year and expend Permit foreigners visa-free entry to Hainan for commerce and trade, visiting, family visits, medical services, exhibition, sports competition and other reasons.

The China International Consumer Products Expo will be held. Overseas exhibits during national-level expos will be free of tax in case of being bought or sold.

Permit high-level universities, vocational institutions from abroad in science, engineering, agriculture, and medicine to establish ndependent schools.

Enterprise income tax will be exempted before 2025 from newly established foreign direct invested enterprises in tourism, modern service, new and high-tech industries in the Hainan free trade port.

The part of actual personal income tax that surpasses 15 percent of personal income will be exempted if he or she works in Hainan free trade port as a high-end or urgently needed professional.
