China Police Certificate, Background Check Beijing

My wife and I applied for Canadian PR and the application is about get finalized. (We sent the application to Buffalo in Dec 2010)
Buffalo office is asking for police clearance certificate from China as we stayed in China before.

You can obtain a police certificate from the local Public Security Bureau by asking someone to act on your behalf in China. To do this, you must give this person:


We have tried every possible way that we could thought of to find someone to act on our behalf in Dong Guan, China.
We emailed and phoned numerous police stations, public notary and other organizations without any result. It seems that there is no such service for foreign national in Dong Guan, China. So we explained this situation to Buffalo office and showed all the supporting documents to prove our efforts. But 5 months after we sent the documents Angry, we were requested again for the certificates within 60 days otherwise our applications will be dropped.
Now we are desperately trying to contact business consultants across China to get help but we see no hope because since we lived in Dong Guan we must get it in Dong Guan. (Dong Guan is a lot smaller city compared to Beijing or Shanghai)
We have no confidence in getting the certificate even if we fly to China but is this the only way? We are in Canada now and it will make us taking time off work for both of us and fly to China at big expense and there is still no guarantee for a success.
Need your insight on this.

Just posting to help anyone else stuck in the misery of trying to get a Police Certificate from China.

As you might expect, the instructions on the CIC website are horrible, inaccurate, and laughably naive.

Here is what I have been able to discover:
1) Technically, you will need to have a separate police certificate for each city you lived in. If you lived in Shanghai and Beijing, each police department will refuse to issue a certificate covering the time you resided in the other city.
2) It is not free.
3) If you're not in China, you will simply have to find an extremely motivated and committed friend - or hire an agent - to work through this process over a period of days or weeks for you.
4) If you need help, you can contact BEJINGIMMIGRATION @ international.gc.ca. Actually, they are not helpful, and they are utterly clueless - but unlike CIC, they will actually respond to you .... which is kind of cool.
5) You will provide a copy of your passport, a copy of the pages of your passport showing the stamps for entering and exiting China, and a letter of authorization IN CHINESE (you can ignore the CIC request letter ... if you manage to even find it on the website ... it's useless in English) stating the name, gender, and ID no. of your agent/friend, along with the dates shown on the stamps in your passport (the dates you were in-country).

And finally, it should be said that these instructions are certainly neither complete nor valid for different times or places in China. No doubt, if you are fluent both in the language and culture where you will ask for the certificate, there are other ways - perhaps even cheap or free. This is just one approach I found work - although at great expense!

You can obtain a police certificate from the local Public Security Bureau by asking someone to act on your behalf in China. To do this, you must give specific written authorization to this person, along with a photocopy of your passport, including the page that contains the Chinese visa.

The person acting on your behalf must present the documents to the local Public Security Bureau.

This document is called as No Criminal Certificate in China.

If you are inside of China, you can do it by yourself.
If you are outside of China, you can do it in the following ways:
  • Ask your friends, classmate or colleagues to get it for you.
  • Pay an agent to get it for you.
