Coal chemical industry is the pillar industry of Henan Hebi city. In response to the emergence of coal mining goaf problems, Hebi started to build a new town - Qibin District - 40 kilometers outside of the old town as early as 1992.
However, the "China Business" reporter survey found out that the historic new town which is in construction more than 20 years, so far, can hardly find people, has become one of "ghost" cities in China.
Moreover, the almost deserted Hebi new town continues to expand, according to the latest Henan provincial government approved "Hebi New construction overall program," its planning area is about 130 square kilometers, the area with the famous "ghost town" Kamba Erdos - 155 square kilometers.
